Add feature to allow IU to run the sync to c1 database by themselves

Description

Create an api to sync data from our DB to c1 api. To run on vercel the api should complete under 5 minutes. There are some discrepancies in about ~84 companies in status because of deleted mainPoc being resolved in staging flow.
